Darnell Louis Frazier has been charged with felony possession of a controlled substance, as well as three misdemeanor traffic crimes, as result of the traffic stop. According to a Dakota County criminal complaint released last week: Frazier was pulled over in West St. Paul on April 21 for allegedly driving after suspension. On Monday night, Jennifer Marie Vanwagner of West St. Paul was being boarded on $30,000 bail in the Ramsey County Jail. Vanwagner—also known as Jennifer Marie Hultman—was charged in Dakota County on Dec. 7 with one count of felony failure to registered as a predatory offender. Joseph Scott Welch, 21, is charged with second-degree drug possession, a felony with a maximum penalty of 25 years in prison and a $500,000 fine. South St. Paul police responded to a report of a suspicious vehicle just after 7 p.m. Dec. 2 in the 300 block of 8th Avenue South, according to the criminal complaint. Mariah Rae Warborg, 19, of Minneapolis was arrested and charged with felony auto theft after being pulled over by the officer on Nov. 21.
