Mendota Heights Developer Planning Four-Story Senior Complex

Southview Senior Communities wants to build a 148-unit senior living building at 4232 Blackhawk Road. The company's request will go before the Eagan Advisory Planning Commission this week.

A Mendota Heights-based company has plans to build a four-story, 148-unit senior living complex along Blackhawk Road in Eagan, according to planning documents submitted to the city.

Southview Senior Communities, which owns senior living complexes in Inver Grove Heights, West St. Paul, Lilydale and other area communities, is requesting a Comprehensive Guide Plan amendment for a 10-acre site located at 4232 Blackhawk Road.

If approved, the amendment would change the land use designation for the site from medium density residential to high density residential. Eagan's Advisory Planning Commission is expected to take up the matter on Tuesday night. Once they issue a recommendation for the request, the Eagan City Council and the Metropolitan Council will both have to review and approve the plan.

Southview's plans call for a four-story structure with underground parking, a dining area, fitness area, beauty shop, café and theater. The complex would include 32 memory care units, 48 assisted living units and 68 independent living units.

The 10-acre site is currently home to two homes and several outbuildings, according to city documents.

In a memo to Planning Commission members, Eagan City Planner Mike Ridley noted that 53 percent of the city's current housing consists of single-family homes—the majority of which were built in a housing boom in the 1980s and 1990s. 

In 2010 and 2011, Eagan officials evaluated housing trends in a partnership with Opportunity Cities. That study identified aging demographics, aging housing stock, declining turnover because of homeowners' desire to "age in place" and an increase in foreclosures in Eagan.

The city will be challenged to fill gaps and meet the needs of its aging population, Ridley wrote. At the same time, Eagan is expected to grow by 3,000 residents over the next 20 years.
