Henry Sibley Grads Avoid Jail in Parking Pass Scheme

The two men will pay restitution and complete community service hours.

Two grads will avoid jail time for a counterfeit parking pass scam last year that cost the school an estimated $1,500, according to a report by the Pioneer Press.

Andre Charles Oliver, 19, and Nicholas Charles Ritter, 19, will have their charges dismissed upon payment of $600 each in restitution and completion of community service hours.

The men were charged in August with felony aggravated forgery.

A Mendota Heights police officer was tipped off to the last January. The fake passes were being sold cheaper than the $125 official passes, according to the criminal complaint.

A search turned up 13 forged parking passes in the parking lot. The faux passes were a slightly different color than the official passes, and they all shared the same ID number, No. 566.

The official parking pass No. 566 belonged to Ritter, according to the criminal complaint.

Students in possession of the fake passes reported buying them from Oliver.

Neither man had a criminal record prior to their illegal side business.
